Perimeter Seating Bus Applications
As of May 1, 2015, limousine operators will need a Special Authorization (SA) to operate perimeter seating buses (PSBs). Previously, a General Authorization (GA) was required.
Perimeter seating buses:
- seat a driver and 12 or more passengers
- have primarily perimeter seats (e.g. stretch SUV; limo bus) and
- provide a passenger directed service
The change levels the playing field in the limousine industry. Under an SA licence, rates, areas of operation and fleet size are regulated. All "like" limousines will now be regulated in the same manner. This promotes better enforcement, accountability and safety measures.

Apply to Operate PSBs
Get the authority you need to operate PSBs by applying for a Special Authorization licence. We strongly recommend that you submit a completed application by March 25, 2015. This should reduce the possibility of downtime for your vehicles due to licensing requirements.

Applications to operate PSBs are published in a special PSB Application Bulletin on Mondays, Wednesdays and Thursdays from March 5 to April 20, 2015. The Board accepts written submissions from people on applications for 5 days. Submitters must pay a $50 fee. Learn more about submissions on the Making a Submission webpage.
