Information for passengers
The Board recognizes the importance of safe, reliable and accessible passenger directed transportation. For immediate safety concerns (i.e. impaired driving), please call 911. To register a complaint about a service, it is best to first contact the company directly. If you are not satisfied with the company’s response, contact Consumer Protection BC toll-free at 1-888-564-9963 or lodge a complaint.
The Registrar handles the day-to-day business of commercial passenger transportation licensing and compliance and enforcement actions against licensed and unlicensed operators. They can be reached at cpv@gov.bc.ca or toll-free at 1-800-663-7867.
Understanding legislation
The Board is an independent administrative tribunal established under the Passenger Transportation Act to regulate and oversee the commercial passenger transportation industry in BC, including taxis, limousines, shuttles, inter-city buses and ride-hailing.
The Board was established in 2004, when the Act was brought into force. The Board is required to collect, analyze and use data in its evidence-based decision-making.
Economic impact
As economic regulator the Board is expected to equitably balance sectors of the passenger transportation industry in the public interest.
The Board is mandated to conduct reviews and make decisions about the industry more broadly, outside of specific applications.
There are many sector-wide matters that the Board may determine, including fleet sizes, operating areas, and rates.
Sustainability and the future
The Board is required to integrate broader policy goals such as climate change, accessibility and sustainability into the passenger transportation framework.
The Board’s decisions can positively affect the stability of the passenger transportation industry itself, but also related matters like working conditions for drivers, accessibility, congestion, environmental sustainability, and public transportation.
