Taxi Living Cost Index increase

The Passenger Transportation Board (Board) has approved a Taxi and Limousine Cost Index (TLCI) rate adjustment for taxi licensees in Region 1 and Region 2. 

This is intended to help address cost increases for taxis over the last few years. It applies to Region 1 and Region 2 specifically because new taxi rate structures (and corresponding cost adjustments) will not be implemented in these regions until 2027.  

Taxi licensees in Regions 1 and 2

Taxi licensees in Region 1 and Region 2 may apply for a one-time 3.92% fare increase if they wish before end of business day on July 3, 2026. The Board will begin accepting applications on June 3, 2026. 

Non-metered taxis are not eligible for the TLCI increase. Operators of non-metered taxis are required to submit a change of rates application if they wish to increase their rates.

Taxi licensees in Regions 3, 4, and 5

Taxi licensees in Region 4 and Region 5 are not eligible for this TLCI increase as they have already transitioned to the new rates structure approved by the Board (rate bands and standardized rates). Rate bands and standardized rates already include adjustments for inflation and fuel cost according to the new Taxi Cost Index (TCI)

Similarly, taxi licensees in Region 3 are not eligible for this TLCI increase as they will be transitioning to the new rates structure shortly (anticipated in summer 2026) and their rates will be adjusted then according to the new TCI.

How to apply for the TLCI increase

Taxi licensees in Region 1 and Region 2 may apply for the 3.92% fare increase before end of business day on July 3, 2026 by submitting a TLCI Request Form

Licensees in these two regions should note the following conditions according to Rule 7 – Taxi and limousine cost index

  • The Board will not confirm a TLCI rate adjustment for licensees in the Capital Regional District unless at least 51% of licensees who are subject to the common rate submit a TLCI Request form to the Board.
  • The Board will not confirm a TLCI rate adjustment for licensees subject to a common rate in the Metro Vancouver Regional District unless licensees that, in total are authorized to operate at least 51% of the taxis subject to the common rate, submit a TLCI Request form to the Board.

Should taxi licensees want an increase larger than 3.92% or to request an increase outside of the TLCI process, a change of rates application must be submitted.

How the TLCI increase was calculated

In calculating this TLCI intake, the Board utilized the average CPI B.C. data from July 2023 to December 2023 (152.48) and the average CPI from January 2025 to December 2025 (158.46) to determine an average CPI increase of 3.92%.
